The Congress of the Oirat-Kalmyk People declared the need to secede from the Russian Federation.

The Congress of the Oirat-Kalmyk People adopted the Declaration “On the State Independence of the Republic of Kalmykia”. It speaks of liberation “from colonial dependence on Russia”. Its text contains a reference to another document – the Declaration “On the State Sovereignty of the Kalmyk Soviet Socialist Republic”, adopted on October 18, 1990. On the eve of the collapse of the USSR, the Supreme Council of the Kalmyk ASSR proclaimed the state sovereignty of the Kalmyk SSR and declared its determination to create a democratic state governed by the rule of law. “However, all subsequent years were a time of consistent renunciation by the Kalmyk authorities of sovereignty and the internationally recognized right of the Oirat-Kalmyk people to self-determination. “as a result of the collapse of the USSR, the formation of the Russian Federation, the election of an irresponsible adventurer as president in Kalmykia, who broke the shoots of democracy and freedom, the strengthening of the authoritarian regime in Russia, which was finally established with the coming to power of V. Putin,” the text of the declaration “On the state independence of the Republic of Kalmykia” states. According to its authors, modern Russia is characterized in particular by “insane centralization and militarization of the country,” “the Kremlin’s total offensive against the cultures and languages ​​of non-Russian peoples conquered by Russia,” “regular and cynical violation of generally recognized norms of international law,” “constant ignoring of the rights of repressed citizens,” “committing international crimes and criminal offenses of an international nature.” Based on the above, the Congress of the Oirat-Kalmyk People “declares the need for the complete liberation of the Oirat-Kalmyk people from colonial dependence on Russia, declares its determination to achieve the secession of the Republic of Kalmykia from the Russian Federation, the proclamation and creation of a sovereign independent state,” and appeals to all states of the world, governments and parliaments with a call to recognize its legitimate right to self-determination and the creation of an independent state.” The declaration was signed by the former director of the Center for the Development of the Kalmyk Language Arslang Sandzhiev, the leader of the regional branch of the Yabloko party Batyr Boromangnaev, Ethnolinguistic and political activists Vladimir Dovdanov, Erentsen Dolyaev, Albert Sharapov and other members of the congress. The Congress of the Oirat-Kalmyk People was elected at the third congress of the Oirat-Kalmyk people, held in Elista in May 2021. At the same time, a decision was made to prepare a draft of a new constitution for Kalmykia, which should define the republic as a democratic legal state within Russia. For reference:
